#37 Transfer 6M ARCH to Liquidity Council mSig

This proposal seeks to receive 6,000,000 ARCH to provide the Liquidity Council with the funds necessary to comply with proposal #32, which established a budget increase of $1,000,000 worth of ARCH and that existing liquidity recipients be topped up to the new 300k USD limit set. The amount of ARCH was calculated based on a 7-days TWAP and rounded to 6M. The funds will be dispersed directly to the Liquidity Council mSig.
